Dustin and I have just each (independently) tested uploading and resuming on several different 2.1.1 boxes and several different FTP clients (Linux and Windows). All were able to resume uploads properly. If you want, you can open a ticket and we can investigate further.

I disabled the options and re-enabled them and now it seems to be working.

I don't know why :p
