When I try to stop the IMAP service it works fine, but when doing the SSL version it shows it stopping and then it refresh and shows it running again.
Same for POP3-SSL service.
Both stop fine using command line SSH.
Also, you can't start them via the control panel when stopped on command line.

What version are you running? I'm pretty sure this was a legit bug that's been fixed. If you're at the latest version (4.4.0 build 306, I think) and it's still an issue, please log a support ticket about it, we'll figure it out.
