This cpanel feature has saved my bacon many times.

I don’t think so, but I also have not checked beta, but guessing it’s not as it’s not listed on beta version.
Kujoe has written a script which looks good and should help. Please see this post.

Ok d2d4j, thanks for the fast response.
I’m having issues with a client that apparently hasnt updated her WP installation so outdated plugins are used to send tons of spam emails, thats why I want to limit the number of outbound emails until I find a way to restrict using the mailserver for that user only.

I think the following post may help you then, spamdyke as you can restrict the number of recipient an email is sent to, and without checking, I think you may be able to set limits for domains, but I’m sorry if I’m wrong.
At least if you restrict the number of recipients, the email will be refused.
I hope that helps a little and the only other option I can think would be to send the domain email to another email server where it can be throttled or stopped. Well apart from the obvious, and make the domain using WP update to current version.
